An R-SIM is an interposer, and an interposer is not an unlock
An R-SIM is a wafer of circuit board thin enough to stack under a nano-SIM in a handset tray. It sits between the SIM and the phone and edits what passes between them. The handset asks the card who it belongs to, and the interposer answers with a substitute ICCID, the identifier that tells the phone which operator issued the card. A phone locked to one network reads that answer and accepts a card from another.
Nothing about the lock itself has changed. The carrier lock is still set, the handset is still recorded as locked, and the phone is being told a story rather than being released. That distinction is why an interposer stops working when a software update changes what the handset checks, and why chip sellers ship revision after revision against each new iOS release.

Apple’s support page on using an iPhone with a different carrier is unambiguous about who holds the key. Apple cannot unlock an iPhone. Only the current carrier can, the request costs nothing, and the handset reports its own state at Settings, then General, then About, in a row called Carrier Lock. When that row reads No SIM restrictions, the phone is already free and the chip on sale solves a problem the buyer does not have.
An interposer bought for a handset that was never locked fixes nothing, because there was no lock in the way. Reading that one row in Settings settles the question before any money changes hands.
Hardware change
The iPhone 14 removed the tray the chip needs
An interposer is a physical object and it needs a physical slot. Every iPhone Apple sells in the United States from the iPhone 14 onward ships with no SIM tray at all: the iPhone 14, 14 Plus, 14 Pro and 14 Pro Max were the first US models to drop it, and the models after them followed. There is nowhere in those handsets for a wafer to sit, and no card for it to sit under.
The chip therefore has a shrinking address. It applies to older handsets, and to models sold outside the United States that kept the tray. It applies to nothing Apple currently ships in the United States. Any page recommending an R-SIM for a current US iPhone is describing a product that cannot be installed on the device it is being sold for.
Procedure
The unlock route that survives an iOS update, in five steps

Open Settings, then General, then About, and read the Carrier Lock row. If it says No SIM restrictions, the handset is already unlocked and no chip is needed.

If the row names a carrier, ask that carrier to unlock the handset. Apple states that Apple cannot do it and the current carrier can.

Let the carrier work through the request. Apple's page notes the carrier can take a few days to finish one.

Re-open the Carrier Lock row and confirm it now reads No SIM restrictions.

Install a travel eSIM profile and set it as the data line, keeping the home number on the original line for calls.
